As others living in the US will confirm, the immigration laws here are a mess. Congress has absented itself for decades - politically too difficult to reform - and it's therefore left to the incumbent President to alter the law usually to fulfill election promises.

Strictly speaking this isn't immigration, of course, but it falls in the same basket. National security and keeping Americans safe - touchy subjects.
