The title is a bit of a stretch.
I have no doubt America was hoping for Turkey to sort the mess out they were incredibly lax about.
But to say they were complicit in the methods and targets of Turkey is a bit of a stretch. It reads as if America had planned it with Turkey.
It is pretty pointless speculating at the moment.
No one has a fig what is going on. All countries seem to have a loose agreement, somehow. And people speculate on what factions are allies, who is against each other, who rules what.

What I do find very strange is the fact that Turkey claimed Jarbalus without a fight. And ISIS in all other retreats left boobytraps, yet none here. Seems as if Turkey agreed with them to leave, stopping the Kurds from claiming more ground.
I wouldn't trust a thing that comes out of Erdogans mouth though!.
