Not true. If we beat Israel in Cardiff and Bosnia lose in Belgium 18 points will almost certainly be enough to finish top two.

Back in 1958, Israel qualified to the WC - without playing a single game! How come? Well, 4 different teams simply refused to play Israel, earning Israel automatic qualification.
However, FIFA did not agree to anyone making the WC without playing, so they decided on a playoff game, against... Wales (chosen randomly from group runnerups).
Wales won and qualified to their only world cup ever - which they pretty much owe to Israel and everyone hating them.
This also explains quite in a nutshell, why Israel can't play in the Asian group, so they were moved to Europe.

18 points will be enough. If Bosnia lose in Belgium they can only reach a maximum of 17 points. I can't see Israel getting any points out of Belgium and if we beat them at home the maximum they can reach is 18 points and would have to win in Bosnia to achieve that.

That controlled performance and result in a hostile stadium will have massively improved their self belief as a team.
