He answered £40 but the correct answer is £1.60
Can anyone explain why in the format this question was written?

Is that really the question? If it's how you wrote it then he should be right.

I think from the replies he answer correct for the way the question was written as a one liner,if the question was in two parts the answer could be £1.60.
20% of 10% of 80 = 1.60. That is, 2% of 80.

.1*80/.2 = x
8/.2 = x
40 = x
