Should have added as 'a place to live' as well - sorry. Grangetown, Adamsdown or Splott maybe haven't been on the radar but could they be?

There is that area off Newport road by Partridge Road / Wordsworth Avenue - that pretty nice - only a short walk to city road / albany road area.
Other than that Pontcanna or Whitchurch I guess
Dingles Road, followed closely by Chippy Lane.

I think a city London has a larger transient population to make once undesirable areas become desirable.
Most people from Adamsdown, Ely and St Mellons aren't budging anywhere.
