Isn't that what they've done so far, forgive me if I'm wrong but the majority or Syrians are Sunni even though the ruling party isn't and whilst just over half of Iraqis are Shia up until recently the Sunnis held the majority of roles in politics and the army, which is why al Qaeda in Iraq and IS in Iraq are made up of lots of former soldiers. That's what I understand anyway?
