"This is a civil service job," the interviewer says. "For the first two hours, we just stand around drinking coffee and scratching our balls. So no point in your coming in for that."

I'm not sure what you're trying to say. Cipfa is a specialised qualification for those working for the public sector or providing assurance services to the public sector. It's not much use outside of that.

Just because a few have transferred doesn't mean the majority are geared up for a results based approach to business. Having worked in the public sector on a secondment my professional opinion is that whilst technically competent, they were no more than that.
