Pedantically and only for those I have seen, most of them seem to smoke more than ever just a product that isn't tobacco. In terms of known damaging health impacts they have taken a positive step but in terms of addiction it's been a backwards step - smokers seem to go outside for 5 minutes to smoke then carry on with their day while vapers walk around enjoying the activity for 10 plus minutes whenever they need to go outside.
