Considering how big a move it is and how many other teams have made similar moves recently, it's amazing how little thought West Ham seemingly have put into this. They can't get proper police levels in, they can't use their full capacity, they have fans who can see the game, they can't work out how to allow people to stand safely....

With regards to paying, what a cheek! I guess if you speak at a Tory conference, become a Tory peer then you don't have to pay for things like security within your stadium.
