If the only fit striker in the first team squad is Kenneth Zohore (which I hope isn't the case but could be) why would it be pointless to look at one of the strikers in the development squad (u23s) who has recently scored? Mark Harris or Jamie Bird would not be random picks for the bench if we are down to the bare bones. That is should happen - otherwise what is the point of the development squad?
