On all previous games you've been able to scout all British countries other than Wales in career mode, can anyone confirm if this has changed for FIFA 17?

Very frustrating
Didn't play it last year, but have it this year as the mrs bought a PS4 and it was part of the bundle
Quite enjoying so far
Weird bit of commentary when playing as Wales, 'Gareth Bale, defender, attacker, what is he?' as though they took commentary from an old FIFA back when Bale was playing as a left back
