I think there is definitely an element of cash generation in these lanes. Why pay for using a bus lane at a time when the buses aren't even operating?
Even in London where traffic is busy, like Mile End Rad and Marylebone Road the bus lanes are only in force at peak times. For example in mile end (And many other places it is 07-10:00 and 16:00 19:00, much more sensible. Given the traffic flow those times are understandable.

I may be shot down in flames here, but don't you have to actually drive a car to 'get used to them' ?

Be warned that if you appeal and lose, you'll probably be outside the "half-fine" period, and have to pay the full £70.

Only appeal if you think you have a realistic chance of winning.

I'll just pay the £35 fee and add it to the my growing list of streets not to drive down. It's the £12 admin fee from the company I lease the car from that winds me up.

The £12 fee sounds like the small print of the lease, but might be questioning it. Welcome to Rip Off Britain mate.

Can you produce the certificates/paperwork to substantiate this slur?
