Well the OIG aside, he desperately wants to take control of the Russia no collusion, definitely no collusion investigation. Shot No 1 was the Nunes memo which pathetically tried to implicate Rosenstein as a precursor to removing him and putting someone else more sympathetic in charge. Plan B seems to be bully out the recused Sessions and insert someone above Rosenstein who will do his bidding. Obviously because the wants to speed up his (and his family's) complete exoneration rather than shutting things down before the walls close in.
