Blurb it is. Probably tugs at the heartstrings, and pursestrings, of those easily swayed. Football has changed a lot, Tan has tried changing it more than many.

It does make sense, of course, because absolutely everyone understands the meaning.

Using 'today' after a noun is often a synonym for 'nowadays', as it is in that sentence. Putting 'today' at the end of the sentence would change the meaning to 'it happened today'.
