In fairness to Newcastle, if they moved some of the away fans, they'd have to use that area for home fans.
The seats in 'Level 7' can't physically be any closer to the pitch as the gradient of the stand is stupid as it is, so no chance of going any steeper. (Last time I was there (2010), the seat-backs of the row below are under the 'step' of the row you're sat in (to the point where we all thought "if we score first, some of our fans are falling a good few rows"...luckily we lost 5-1))
