It almost sounds like you are talking about someone else. Boris has a long and proven track record of lying, making things up, covering things up in both his career and personal life. He has been fired twice for lying.
Unless your point was that is a terrible liar who usually gets caught, which seems at odds with him being the most intelligent man in the world.

BoJo is an intelligent, opportunistic and conniving man. He wanted to lose Brexit narrowly, then challenge for the top job. He'll be out of Parliament as soon as he realises he will never be PM. In other words, he is there to serve only himself. Not unique in that respect.
It was enjoyable to see him get stabbed in the back by the equally despicable Gove.
