This piece from Wales Online says Cardiff officials believe Hayes would prefer to come to here, but that struck me as wishful thinking even before this apparent improved offer from Celtic. There is a mention in the article that City have a back up plan in place if they lose put on Hayes, wonder if that is Ward?
