    Crime rate up 10% in England and Wales.

    Suppose this has to be political in the current climate (e.g. austerity)

    I'm certainly not surprised by this, austerity, police cut backs etc. etc.

    It appears there is an increase in the high end crimes ie knife and gun ,and the reporting of crime is now much more efficient.
