Sounds like they're over thinking it.

Surely, a simple look at the statistics will show whether or not there's an advantage.
Why don't they say the side with most corner kicks wins and be done with all this nonsense.

I would change it so that players had to hit the ball on the full rather than from the penalty spot. What's your volley view?
I feel that there are too many trials for rule changes being spoken about. You don't have to change a number of things all at once.
How about the hockey way?
One player with the ball from, say, centre spot, has ten seconds to score or fail.
