He would be classed as not interfering with play, as he did not attempt to touch the ball.
The reason I think it should not be allowed, is:--- When the ball is played forward to the player who plays the ball into the keepers arms, the player who eventually scores is way offside, so when the keeper fumbles it, he has gained an unfair advantage, with being stood offside originally.
I don't care if you agree or disagree, I THINK he has gained an unfair advantage
