If you are a dealer now, its in your interest to get as many people hooked as possible, then seeing as you control the price you can take advantage of the individual afterwards. You legalise the product you make the dealer redundant, you immediately remove that individual from the streets.

You can then tax the product, control the strength of product, and monitor the individual.

There is always a trade off with regards to treatment, do you deal with the product at its source. Or is it better to deal with the consequences of the product.
Make your mind up. One minute they are getting free heroin, now you want to tax it. Where are they going to get the money from to pay for it?

also, if your messing with the strength then then you wont get rid of the dealers because they will just sell a stronger product. Its what is happening now in the Merthyr at the moment. Too many dealers so they are trying to get the upper hand by selling a stronger, albeit more expensive, product.

Finally, going right to the top of the source do you really think the cartels are going to let the goverments just decide its legal and put them out of business. In the countries these drugs are grown the goverment are controlled by the cartels.
