Until recently I would have said yes to the first question but there's something going on at Chelsea.
Whether it is manager related I'm not sure but it might be a mistake to go while Conte's position is (seemingly) in doubt.

Whilst it may be a good move for him to go to Spain (being touted Barca in the past) it would be nice for his fans to Ramsey perform over here, again provided it is the right club.

Be nice if he waited until our next 6 games are played before deciding

Not really convinced.
He needs to get his injuries behind him first. Seems to come back, play 2 games for Arsenal and is out again for 5-6 weeks.
Also another club like Man City where there are so many options he might be in and out of the team like a yo-yo
