I used to do some work for them in the 90's, back then ( and it might be the same ) they were just like a employment agency ( but ran in-house ) the idea was they could offer temp contracts without paying a outside agency ( which they used to use " workforce " as i used to work for him, charging me out at £11 a hour and paying me £7, i worked for a few councils ( as a carpenter ) for over 3 years, now thats a tidy return for him
back then if you did 2 years with Cardiff works, they deemed they needed you and the council gave you a 6 month contracts, 4 of them and you were offered a full time one
