Basically a strong tree stick or sturdy bamboo which was chiselled to a point at one end.
At the other, a set of flights made from said playing cards or something sturdier.
A piece of string then wrapped around the middle of the "arrow" and thrown in a javelin type way.
You could launch it hundreds of yards if built and thrown correctly.
We just called them throwing arrows.

What were those bits of stick which were sold in sweet shops. They were vaguely licorice in taste and would fray after they'd been chewed for ages?
