Typical Govt IT project gone a bit off track. Happened with the NHS infrastructure project under Labour (and later scaled back after going way way way over budget).

Mental Health project for the NHS in London was another one.

Universal credit - I think was Logica and Cap Gemini who were the main contractors. Not sure if penalty clauses have been applied - or more likely a client that didnt know what they wanted - or kept changing their reqs.

The intentions seem to have the right outcome in mind - ie benefits are scaled up / down dependent on circumstances - rather than on or off as was the case apparently.

How much was the contract worth ? how much has it cost ? , what key deliverables were met ? , what deadlines were missed ? , what contract penalty clauses were applied - if any ?
