I think the World Cup should allow in one side made up of talent that has not made it due to their sides non qualification ,they could play under the UNICEF team banner players like Bale , Robben, Buffon ,Patterson .

Selection would be by FIFA rankings , based on non qualified sides.

So it's basically a free entry for the highest ranked team not to qualify. Can't see that being too popular.

He might mean that the team would be full of the best players from the teams that didnt qualify, well that is how i read it

Yes, after everone has qualified, you take FIFA's top 30 players from around the world (not attending ) a chance to showcase, it would have giving players like George Best in the past, a chance to shine on the world's stage , bearing in mind many stars would already there with there through qualification of country.
