The article was written two hours ago and the reporter stated that he was talking to choo then, if you read he said as i am talking to him he is on his way to sign a player, looks right up to date to me
The article could have been written weeks ago - when the tense used would have been correct. It may only have been posted 2 hours ago. Let's hope you are correct though...

The "when we speak" suggests this was a conversation in the past. If it was current, I'd have expected it to say "as we speak"
