Yes it can be changed till 31 August and we can bring in a free agent.

Sorry to sound rude, but you've got a history of getting these things wrong and you're wrong again. There's nothing in the rules to say that you can change squad registrations until 31st Jan.

Edit: Here's the relevant part in the PL Handbook

U.6. Changes to a Squad List may be made:
U.6.1. during the period of a Transfer Window; or
U.6.2. at other times only with the permission of the Board (this has only ever been used to register a goalkeeper)

He was playing well for Palace last season and then got a bad injury which ruled him out for a while. Could be worth a punt.

Not sure why 31 Jan is being mentioned. We are in August.

The final confirmation of the 25 man squad is sumitted on Aug 31 / Sep 1.

That's because players who are in the squad now could still leave and move abroad by Aug 31. So if you lose a player you are allowed to replace him. Where you replace him from is a matter I don't know the exact answer to. Someone from outside the 25 who is already under contract?

Can you remove a player from the 25 if he's injured? I don't know. And can you bring a player in now who is out of contract? Again I'm not sure
