Gone to Olympiakos
The only way that they could sign him and register him for the Premier League would be if they have less than 25 players named in their squad.
Since this is their first team according to the PL website: https://www.premierleague.com/clubs/1/Arsenal/squad it looks possible.
There's 25 players listed there but Ainsley Maitland-Niles, Matteo Guendouzi and Kostantinos Mavropanos are all young enough to not need to be registered as they are 21 or under - so they have 3 spaces left.
