Not sure how you reach that conclusion for the 2020 Nations League. Germany have been relegated to League B but Portugal won their group and will remain in League A. The other teams confirmed in League B are Iceland and Poland who were relegated, Austria who stay and Finland who were promoted. One of England or Croatia will be relegated to League B as well.
