A precedent has been set for bigger clubs who breach this law to appeal and sign players before punishment sets in, and then sign but not be able to register them during, but clubs they should be fine with the number of players they have. Unless they're just collecting youth players and they don't believe in the majority of them?

Their current method of hiring and firing managers is pretty successful.
Lampard would be in a better position if he takes over and the ban goes ahead, as he would be prepared to work with the youngsters and they have some good ones. It would also be an opportunity to clear out the disrupters who are poisoning the club from within.
If they were going to have a clear out and promote youth they would be far better to stick with Sarri who could actually mould them into the team he wants, than Lampard who hasn't been very good at Derby

Well, the youngest regular player in Sarri's side is 24. He considers 23 year-old Loftus-Cheek to be too inexperienced, and in need of improvement. So it's not really an opinion, it's a fact

Lampard is managing Derby ffs - it's a completely different situation and in a league where younger players get more game time due to there being less pressure to succeed (it's not a coincidence that three of their young players are on loan from top 6 PL teams).
Yet, with that in mind... Aside from Mount, Wilson and Tomori (the loan players) the only other regular for Derby under the age of 23 this season is Bogle - so Lampard is giving other team's youth a chance, but not Derby's.
Lampard's signings this season include - Andy King (over 30), Martyn Waghorn (almost 30), Jozefzoon & Scott Malone (late 20s) and Ashley Cole (born 53bc).
Huddlestone, Bryson and Nugent are regular starters and have a combined age of about 100. Carson is about 32/33 - so are Keogh and Bradley Johnson. Maybe Lampard isn't as "prepared to work with youngsters" as you say he would be - yet you think Sarri has a problem with youth...

Loftus-Cheek's role with Chelsea is as a sub, he's not one of the 14 or so core players who are used game after game.
