A precedent has been set for bigger clubs who breach this law to appeal and sign players before punishment sets in, and then sign but not be able to register them during, but clubs they should be fine with the number of players they have. Lampard is managing Derby ffs - it's a completely different situation and in a league where younger players get more game time due to there being less pressure to succeed (it's not a coincidence that three of their young players are on loan from top 6 PL teams).
Yet, with that in mind... Aside from Mount, Wilson and Tomori (the loan players) the only other regular for Derby under the age of 23 this season is Bogle - so Lampard is giving other team's youth a chance, but not Derby's.

Huddlestone, Bryson and Nugent are regular starters and have a combined age of about 100. Carson is about 32/33 - so are Keogh and Bradley Johnson. Maybe Lampard isn't as "prepared to work with youngsters" as you say he would be - yet you think Sarri has a problem with youth...
