because it implied that they had not been united at some time previously. When you think about it though, it would be very hard for there to be complete unanimity from all four members of the transfer committee over something like the Emiliano Sala tragedy.
But Shirley you could replace 'provided ' with 'as long as' which wouldn't change the meaning but would change the assumed implication?
