It features Arthur Askey as a soccer mad train driver.
It shows clips of Cardiff City playing Charlton Atheltic at Ninian Park. The City ground was obviously chosen as the bob bank was uncovered with a railway line travelling above it.
The film was made in 1955, Both clubs were thanked in the credits, its a piece of Cardiff soccer history, well worth a look should it come around again.

I think that was The Valley not Ninian Park, looked like two Charlton home games.
