I've been to both. If say the new Zealand one is more impressive, as it's a straight street lined with houses both sides, you can drive up and it feels like you're at the top of. Rollercoaster on the way down.
The harlech one is more of a windey lane

Although I've not been to either of them, I'd say there's a street in Ebbw Vale (Ash Grove, Tyllwyn) that would take some beating in the steep stakes.
