They get their weather information from MetroGroup. They're also saying there's this chance of rain, I literally don't understand what your issue is? They're putting the likelihood of the chance, which is more accurate than what you want.

No but what difference does it make? He's saying he'd rather hear there's a chance of rain, surely you'd rather have a percentage chance of that rain? If there's a higher than 10% chance of rain all day, it's probably going to rain at some point during that day.
