Lots of good singers mentioned so far. However you can hardly say, for example, that Janis Joplin was better than Sandy Denny or vice versa as they had completely different voices singing in different genres.
Stevie Nicks, Natalie Merchant of 10000 Maniacs, Linda Ronstadt when she was with the Stone Poneys, Janis Joplin.
Are we just talking about singing here? Because then we have to get into Billie Holliday, Ella Fitzgerald, Aretha Franklin, Mariah Carey and Christina Aquilera and maybe people like Sarah McLachlan, Adele etc. Not all neccessarily my cup of tea, but deserving of respect.
Shout out to: Patsy Cline, Bessie Smith, Chrissie Hynde, Karen Carpenter, Liz Fraser, Stevie Nicks, Madonna, Carole King etc etc

Chrissie Hynde
The endless list needs to have Annie Lennox & Gladys Knight added to it.
Dolores O'Riordan
Bjork. Great singer (probably a bit jarring for some) and a proper artist. Difficult to think of a male or otherwise with a similar profile.
But doesn't the OP suggest that the female singer be in a band?
That narrows it a little
If she didn't have to be in a band (though she was for a bit) I'd say KD Lang.
Annie Lennox
