Is that how major political commitments three days before an election that were not in the manifesto work?

So is it something that they committed to or something that Cummings just thought up as a jolly wheeze or because Johnson lost the empathy gene when looking at a 4 year old on a hospital floor?

I know image political parties chucking in stuff at the death, that wasn't in thier manifesto, but they thought it might make political capital out of it 🙄
