I think its a load of bollocks.
Substitutes do score at a slightly higher rate than players for a full 90, as they are against a tired defence, and attacking subs are likely to be chasing the game etc, but it's only a minor difference, which pales into insignificance in comparison to saying that playing for 90 minutes and playing for 5 minutes are the same thing.
