Is it right that any '3 window transfer ban' for not paying the due instalments to Nantes was effectively suspended pending the appeal?

Not that it is anyone's business here, but I have barely been to a game for 18 months due to a serious family situation. To see the usual culprits take the piss out of that is pretty irritating.
