Ricky Gervais has nothing new to be funny about anymore so has just doubled down on the tired old jokes and become a nasty little man. There have always been the likes of North Cardiff and Mars from what I gather. Cedric was around ten years ago and he was extremely antagonistic.
I find the ignore option works very well to filter out posters who rarely have anything interesting to add and almost always say things that are a bit dumb.
If everybody ignored these users they'd soon give up the ghost.
