    Depends what the threat of or taking of legal action has. As it was an international issue, EFL position would have to be their rules override FIFAs.

    What statement? It is an EFL rule, it has been widely reported. Reading are under similar restrictions. We know this, and the club should have too.

    We have breached the EFL's rules. We have no chance of it being overturned.

    When asked if the club were under a transfer embargo, what was the response to the Trust? Was it "Cardiff City are currently under a transfer embargo and can only bring in free agent or loans without a fee" or did that response omit something? Absolutely nothing to do with any rule and everything to do with their response.

    As for the rule, do EFL rules override FIFA regulations? That would be the key legal issue. If the FIFA ban was still in place, then there's no argument. FIFA have lifted their ban, ergo happy with the situation.

    reading situation was a bit different, that was an agreed business plan which was set up between the two parties to put them on a better path, in Cardiff s case this is a law that we clearly weren't expecting to be enforced

    yeah you could look at it like that I suppose, but to me lotteries and online gambling companies work in very different ways.
    I've not heard of anyone who has blown their life savings on lottery tickets once or twice a week - problem gamblers tend to gravitate towards online games that let them place many bets a day - I will accept that it could be a getaway to harder types of gambling though.

    one thing that always surprises me is when the u21s are playing and it is being streamed on YouTube, there are always people on there in the chat with no connection to either club but who have placed bets on the game (usually abroad).
    I think if you've got to the point where you're betting on some obscure u21 games where you have no idea about either of the teams involved then you probably have a problem.

    Cardiff City chairman Mehmet Dalman has spelt out what needs to happen next with the Bluebirds and warned they must not have a repeat of the tortuous campaign which is just coming to an end.

    The Bluebirds avoided the dreaded drop into League One after Sabri Lamouchi and Sol Bamba were brought in at the 11th hour to rescue the team following the doomed managerial spells of Mark Hudson and Steve Morison.

    Dalman admits he and fellow Board members were genuinely fearful at one point of relegation out of the Championship, which is why they asked a seasoned manager in Lamouchi to take up where rookie bosses Morison and Hudson had left off.

    Cardiff's owner Vincent Tan continues to bankroll the Bluebirds, but is thought to be losing in the region of £13million a year. The figure was believed to be double that before recent cutbacks.

    Dalman says: "It's still a lot of money, even for a billionaire."

    However, Cardiff want to put a plan together which would see them challenging for the top six next season, rather than be languishing in the bottom positions again with the fear of the drop hanging over them.

    Asked about where he sees the club going from here, Dalman said: "That can almost be split into four parts.

    "The first is: What is the sustainable future of the club and how do we build that?

    "The second is: Who's the right manager for that?

    "The third is: Do we have the resource to do what we need to do, in order to build that future?

    "And finally, we have to continue to tackle the legal issues that we have been dealing with over the last three years."

    The Bluebirds hierarchy, and pundits throughout the UK, realise there is so much potential with Wales' capital city club. Cardiff drew a crowd of almost 27,000 for what turned out to be a game against Huddersfield with nothing on it for them, so just imagine what they could achieve with regular success.

    Under the Tan regime, Cardiff have twice delivered the Premier League dream, but it has proved to be boom and bust with instant relegation following.

    There is a different business model in situ these days, but Dalman feels that with some shrewd transfer dealings this summer Cardiff can become a Championship powerhouse again.

    And he pointed out: "Vincent is a hugely successful businessman. He isn't the sort of individual to settle for second best."

    The first issue Cardiff will need to deal with is striking a new contract with Lamouchi to stay on as manager. Dalman says the Frenchman delivered on the brief he was given and wants him to build on that.

    "Which was to keep us in this division. Mission accomplished. Credit to Sabri, and those working with him, for getting us out of a difficult position," said Dalman.

    "Look, there came a point with around 12-13 games to go where we were each concerned this club might be relegated. None of us wanted that. I've been chairman here for 11 years and the idea of being in charge when this club got relegated out of the Championship wasn't particularly appealing.

    "We made the change that we felt necessary by bringing Sabri on board. Ultimately it had to be Vincent's decision, that's only right as he's the major shareholder, but once again when he was asked to step up for this football club he did just that.

    "The next question is where we go from here. None of us want to go through a year like that again. It was frustrating, disappointing, extremely hard work - and I'm normally an optimist.

    "What we will do is talk imminently to Sabri, ask how he sees things, listen to his feedback. He's greatly impressed us and I think he will stay. Put it this way, I've no reason to believe his thoughts on the future are any different to ours."

    Lamouchi, of course, inherited the current squad from Morison and Hudson and had to be pragmatic in how he approached games to get Cardiff out of trouble.

    However, moving forward he will want to bring in a number of his own players, footballers of a higher quality, and it may be Tan has to release the purse strings a little more to pay the wages.

    As things stand, Cardiff are under an EFL transfer embargo for another two windows - a situation they are fighting via the legal route - even though FIFA themselves lifted the ban when Tan paid the first instalment of the Emiliano Sala fee to Nantes.

    That means the Bluebirds cannot pay a fee for any player. However, Lamouchi is aware of the restrictions and is looking to unearth some free transfer nuggets, some of those targets coming from the continent, and also work in the loan market.

    Cardiff point out that because of strict Financial Fair Play rules, the majority of Championship clubs will be unable to spend sizeable sums anyway this summer, so they feel they are almost on a level playing field.

    They will, though, continue to fight the embargo, believing the Football League stance is grossly unfair given FIFA's original decision to lift the ban.

    The other thing that gives Lamouchi plenty to work with is Cardiff's somewhat lopsided squad. The manager could potentially free up wages by looking to move out a number of players - first-teamers and fringe figures - and bring in up to eight new men of a superior quality as part of the turnaround.

    Cardiff had a massive rebuild last summer, but in the drive to construct a side capable of challenging for the top six it seems another overhaul is likely in the coming weeks and months.

    Cardiff's defence looks good, particularly if they can persuade Cedric Kipre to return from West Brom, but Lamouchi will want to work on the midfield and the forward places in a bid to end the team's woeful scoring record, which has often put them on the back foot in matches.

    The Bluebirds won just six of their 23 Championship home games this season and netted only 20 goals. Only rock bottom Wigan had a worse record.

    Lamouchi has yet to see what a fortress a bouncing Cardiff City Stadium can be, as evidenced by the Bluebirds under Malky Mackay and Neil Warnock and Wales in recent times. It is hoped a restructure of the side, and making more use of gifted homegrown talents Rubin Colwill and Isaak Davies, can enthuse the fans and help turn the ground into a fortress once more.

    Ultimately, of course, Tan will need to buy into this and be persuaded that Cardiff can start moving in the right direction again and stay on an upwards trajectory.

    But despite the awful season, calls from some fans for him to go, and the various off the field distractions, it appears the owner remains adamant the club can move forward under him.

    "I'm not Vincent Tan, so I can't speak for him," said Dalman. "But what I can tell you is he continues to support this club, writes the cheques. Every year people ask me whether he is still committed to Cardiff City and I do wonder why they do that because the answer is always the same.

    "He is 100 per cent on board from what I see. We know we still have work to do here, although at least the horrible pressure of looking down towards League One has gone. What we need to do is ensure this doesn't happen again.

    "There are so many moving parts that Vincent has to consider. The Sala situation, for starters, where we're still waiting to hear from the Swiss Federal Courts before deciding upon our next steps. I hear people say 'Just put it behind you'. We'd love to put it behind us, but it's not that simple. There is a legal process to go through, and at the same time we need to be able to provide £15m in payments to Nantes if we need to make that.

    "There's the embargo, we're negotiating very hard with the EFL to try to get that lifted.

    "There's next season, with Sabri waiting to hear from us what we want him to achieve with us.

    "And it's how we move on to make sure we're not in this position next year. That means having the right manager, the right number of players and the quality of player that we require.

    "We need to be on a sounder footing, be more consistent next season and show proper signs of progress. Our job is not finished here. The pandemic hit the business world hard and had a huge impact on our investment into Cardiff, but the good news is the markets are coming back, there are signs of normality again, and that means we can start to plan ahead."

    If you're kicking off about the club, then I agree with you. One of Choo, Dalman and Tan should have known in the first place.

    On Sunday 30 April 2023 representatives of the Trust, the Supporters`Club ,the Disabled Supporters Association and independent travel groups were invited to attend a meeting at Cardiff City Stadium with Club Chairman Mehmet Dalman. The invitation was received on the day before.

    The meeting took place after the Huddersfield match in the Fred Keenor Lounge, starting just after 3.40 p.m and following immediately after a 2.45 p.m. meeting the Chair had held with media representatives Rob Phillips, Chris Wathan and Paul Abbandonato. Neither group attended each others` meeting.

    The meeting was informal in nature and a free flowing debate ensued with issues raised by both fans representatives and Club officials. Club officials in attendance were Chairman Mehmet Dalman (MD), Finance Director Phillip Jenkins(PJ),Head of Operations Wayne Nash(WN),Head of Communications Mark Denham(MD),Supporter Liaison Manager Amy McNiven(AM) and Supporter Liaison Officer Paul Corkery(PC). Club Director Steve Borley(SB) was also present for part of the meeting.



    Transfer Embargo

    MD agreed that the EFL previous correspondence with the Trust in which they stated that the club was not subject to a player registration embargo was correct but clarified the position.

    Following payment by the club of the first instalment of the Emiliano Sala transfer fee to FC Nantes it was no longer subject to a FIFA transfer embargo. However, the EFL has confirmed to the club that, as a consequence of a breach of its regulations, the club remains under a three transfer window ban from paying any loan or transfer fees for new players.

    Worryingly, MD stated that the club has been told that this embargo will remain in place even if the club pays the remaining two transfer instalments due or otherwise reaches settlement of the matter with FC Nantes. The club has appealed this decision with the EFL as it can only be overturned by a meeting of the EFL main board. The Trust raised its concern that Peter Ridsdale is a main board director of the EFL and that he is hardly favourably disposed towards CCFC.



    Director of Football

    MD acknowledged the absence of football expertise at board level at CCFC. He was supportive of the idea of bringing more football knowledge into the club. In his opinion the title of the position does not matter it’s his contribution that’s important. He said that he would again be recommending to club owner Vincent Tan(VT) to make such an appointment. However, he also stressed that the ultimate decision maker on this matter remains VT.



    Legal actions

    MD re-emphasised his view that in respect of the Sala transfer the club had acted correctly and honourably and that the whole tragic affair was caused by the actions of others and had adversely impacted upon the club. VT still considers that CCFC should not have to bear the financial consequences of these actions and should continue to pursue the issue.

    MD stated that the club was currently awaiting a decision from the Swiss Federal Tribunal concerning the Sala transfer decision from CAS (it had been expected a few months ago) and would react accordingly once received.

    MD was asked if the club had tried to reach a compromise with FC Nantes over the matter and he stated that at least two efforts had been made to reach an agreement (including Nantes contributing to the Sala family support fund as CCFC have done) but that Nantes have declined such an agreement.

    The meeting was advised by MD that both civil and criminal actions were being pursued by the club both in the UK and in France against various parties regarding the Sala matter. It was pointed out to him by the Trust that one such potential party Willie McKay remains an undischarged bankrupt until at least August 2023 and therefore unlikely to be a source of financial recovery and MD confirmed that the club was aware of this.



    Manager

    MD considered that Sabri Lamouchi had done a good job as manager and, with his contract due to run out soon, no action had yet been taken in respect of ongoing manager arrangements but he would be speaking to Sabri soon. He stated that Sabri was fully aware of the current transfer embargo position but was confident that he could manage it



    Revenue generation

    A fan present asked what the club was doing about revenue generation from sources such as stadium naming rights, shirt sponsorship etc. PJ confirmed that, because the football industry generally was in a state of financial difficulty, all potential income sources were being explored alongside a continuing review of expenditure. He stated that VT was not against a new shirt sponsor in general but was totally against sponsorship from the gambling industry. He also explained that stadium sponsorship could make some income impact but was not as financially lucrative as many might think in the current economic climate.



    Sale of the club

    MD re-stressed VT`s ongoing commitment to the club and also confirmed that there are no current discussions with any parties interested in acquiring the club. (this is perhaps unsurprising whilst the uncertainty remains over the Sala litigation position). He also stated that VT has confirmed that he would not under any circumstances sell the club to former owner Sam Hammam or any consortium or group on which he is involved or representing.



    Fan consultation

    A number of fans present expressed their concerns about what they regard as a total disconnect between fans of the club and VT and the club at board level. MD stated that he considered that he was doing his best to connect with fans by meetings such as this one, but asked if fans felt that there were other things he and the club could do. WN referred to the effectiveness of the SLO (Supporter Liaison Officer) meetings. The Trust agrees with this absolutely. The SLO meetings are very useful and achieve a lot but are not the forum to raise strategic issues such as those discussed at this particular meeting.

    AM stated that she was continuing to progress the previously announced intention to hold “fans forum” type meetings (possibly as soon as June) with a larger, broader group of fans . At present she had only discussed this in any detail with the DSA and the Trust asked her to liaise with us ASAP to move this forward. AM suggested that the format of such meetings (which MD confirmed he would attend) might be similar to those previously held successfully by way of a roadshow when Neil Warnock was manager but it was pointed out that part of this success was down to the personality of the individual and wouldn’t necessarily work in the same way again.

    Pretty clear I wasn't so not sure what your issue really is.

    The EFL response didn't answer the question as many on here pointed out. It stated a matter of fact position we were already known to be in without answering the simple question.

    You seem to be obfuscating more than EFL.

    From what ive read yes after the court found we had to pay we even fecked that up and paid it late.

    Just seems to be one feck up after another.

    Ultimately, of course, Tan will need to buy into this and be persuaded that Cardiff can start moving in the right direction again and stay on an upwards trajectory.

    But despite the awful season, calls from some fans for him to go, and the various off the field distractions, it appears the owner remains adamant the club can move forward under him.

    "I'm not Vincent Tan, so I can't speak for him," said Dalman. "But what I can tell you is he continues to support this club, writes the cheques. Every year people ask me whether he is still committed to Cardiff City and I do wonder why they do that because the answer is always the same.

    "He is 100 per cent on board from what I see. We know we still have work to do here, although at least the horrible pressure of looking down towards League One has gone. What we need to do is ensure this doesn't happen again.

    "There are so many moving parts that Vincent has to consider. The Sala situation, for starters, where we're still waiting to hear from the Swiss Federal Courts before deciding upon our next steps. I hear people say 'Just put it behind you'. We'd love to put it behind us, but it's not that simple. There is a legal process to go through, and at the same time we need to be able to provide £15m in payments to Nantes if we need to make that.

    "There's the embargo, we're negotiating very hard with the EFL to try to get that lifted.

    "There's next season, with Sabri waiting to hear from us what we want him to achieve with us.

    "And it's how we move on to make sure we're not in this position next year. That means having the right manager, the right number of players and the quality of player that we require.

    "We need to be on a sounder footing, be more consistent next season and show proper signs of progress. Our job is not finished here. The pandemic hit the business world hard and had a huge impact on our investment into Cardiff, but the good news is the markets are coming back, there are signs of normality again, and that means we can start to plan ahead."

    No club wishes to be under an embargo however as this is probably the best time.

    “Cardiff point out that because of strict Financial Fair Play rules, the majority of Championship clubs will be unable to spend sizeable sums anyway this summer, so they feel they are almost on a level playing field”
