I'm so old I remember when Liverpool wouldn't pay that for Bellingham and Klopp was having his usual moan about how they didn't have the finances to compete with Newcastle and City, Caicedo is a decent player with potential to keep growing but an absolutely mad amount of money.
They've paid it because they've got a few weeks out before the season, realized they don't have the squad needed to challenge for the Champions League and they needed to price Chelsea out, but surely no sane way to run a football club.
To be fair klopp acknowledged that comment today, and said that everything changed after they sold Henderson and Fabinho, and they suddenly had the money they didn't have for Bellingham.

Seemingly a well run club, but so were Leicester, saints and Norwich….apparently Brighton £300 million in debt though but a fair chunk of that must have been paid off in the last year or two as they will have sold £200 million of players if this one now comes off
Looks as if Caicedo wants to go to Chelsea as he had previously agreed personal terms with them.
Brighton have to keep making the right decision. It is going to be harder now they’ve lost half their side too. Unlike the top 6, who can continue to make mistake after mistake and come out OK
