For info - The Welsh Gov £23.5bn budget comes from
£18.6bn from the UK government
£3.5bn from Welsh rates of income tax
£1.1bn from business rates
£280bn from devolved taxes

And you quote the Welsh Governance Centre as saying that there is an effective loss of £1.5 billion compared to last year - under the circumstances, there has to be cuts of some sort somewhere.
