It’s supposed to be a nice city to visit, too far to go for a football match for 2 London based teams though.
UEFA only gave teams 20 months notice that it was going to be held there.

I know this has been said a lot, but there isn't much happening at the millstad that Weekend. Invite both teams to come for an exhibition match:, split tickets 50/50 between season ticket holders and charge £30 or whatever for entry. Turn it into an unofficial final and send the youth teams to baku for the Real thing. Uefa will take umbrage but **** em. Probably result in a ban for English teams but that just removes legitimacy from their own competitions.
Bonus points if the stunt is repeated for the champions league final.
In the event that English clubs would be allowed to compete next year I guess the clubs would need to work out how to ensure the official result reflects the unofficial one if it has a bearing on qualification etc. I don't underestimate the scale of the operation here but it cannot be beyond the wit of man to manage this.

Just to clarify. Champions league final is played in Madrid. Ueafa cup is in Baku. Fecking Baku! Eight day travel for the fans
To tbg's main point though :Uzbekistan is simply not in Europe under any sane definition. The only people who think otherwise are the folk at uefa. All the more reason to wrestle this Excellent game out of their hands and give it back to those that it is made for, the players and fans. Lets get this final moved to cardiff and invite the proper fans to come. We can even pretend it's for environmental reasons is you want
