It failed dismally because the vast majority of people didn’t want to know. The following years saw substantial dismantling of union power by parliament which has not been rescinded since by parties of any persuasion. Even though there has been an increase in union membership for the last 4 years trade union membership in 2020 was only 23.7% of all employees.
