I'm looking forward to joining my local women's institute.
It seems to me the course wants the penny and the bun, it can run as a male only club but then it would not be eligible to be on the open roster.
It can be on the open roster, but then it must have an open membership, doesn't seem like bullying to me, it seems the members have a clear choice.

Under UK law charitable organisations whose constitution stipulates single sex membership are entitled to restrict access to the opposite sex.
No not really, Muirfield can have a male only membership, nobody is stopping it. However the R&A would then not allow it to host the open. The governing body for sports wants the sport to be as open as possible to increase interest in the game and to boost participation numbers, and as such increase funding. If clubs do not want to be part of that then they cannot expect the prestige.
Lots of leagues and associations have criteria that needs to be met to allow access.
