It is illegal to pay a bribe.
Ransomware payments.
I asked Kaspersky personally last month in a public forum how can the advice be to pay up.
He simply shrugged.
Obviously it is Not illegal to pay a bribe.

The Governments have lost control.

Does this case match the legal definition of bribery though?

It's a ransom demand. The UK Government states that they will pay no ransom, in the event of a UK citizen being kidnapped at home or abroad.

The other side are not threatening to reveal compromising data if they are not paid.

Ransom is the best way to describe it I think.
