    Obviously it is Not illegal to pay a bribe.

    The Governments have lost control.
    Does this case match the legal definition of bribery though?

    Bribery is defined by Black's Law Dictionary as the offering, giving, receiving, or soliciting of any item of value to influence the actions of an official or other person in charge of a public or legal duty.

    It's a ransom demand. The UK Government states that they will pay no ransom, in the event of a UK citizen being kidnapped at home or abroad.

    The other side are not threatening to reveal compromising data if they are not paid.

    Ransom is the best way to describe it I think.
