From what Warnock has said there have been a few clubs interested in Noone, but none have offered anything yet that attracts Cardiff - presumably transfer or loan fee and taking as much of his wages as possible.
Bolton are broke and have been in dicing with league penalties all summer, but this still sounds like it might happen:

The suggestion is that this would be a loan deal where Cardiff carry on paying a significant % of Noone's wages during a loan.

Respected journalist Alan Nixon has said that Bolton are pushing for a loan-move for Noone as he looks to leave the Cardiff City Stadium for first team football.
If any deal is to take place then Cardiff will have to pay part of Craig Noone’s wages to allow the move to happen, due to their £4,5000-per-week restriction placed upon them to keep in line with their self-placed embargo.
I have just been told that Bolton are not under a fair play embargo so the rules are not applicable, they are under an embargo due to the Inland revenue the rules are therefore different.
"Bolton Wanderers remain under the terms of a transfer embargo due to a default in their filing obligations alongside the failure to provide additional financial information which is required under EFL regulations.
That's a much better outcome than I expected. A permanent contract, 2 years security for Noone (who was always one of the good guys, even if increasingly ineffective), and a fee (however small) to City.
