Born in Germany in a British Army hospital to an English mother and Welsh father.
#6- lived in Wales since I was 3 and I consider myself fully Welsh and British. I don't identify with England at all despite ancestry and birthplace
I happen to identify with '1.' on that list, but I would say being 'Welsh' is as simple as wanting to be, stating that you are, and having some fairly sensible reason to back it up - if required.
I would consider that person to be as Welsh as I am.
Same criteria out to apply for any other 'nation'.
