Current holder of UK City of Culture is Hull. The previous was Londonderry. I don't know what the threshold is for carrying the crown but having visited both then it must be extremely low as both Hull and Londonderry are crap holes.
Entry into the competition is basically an admission that your 'City' is a little bit shit

It was falling apart but progress is being made.
